ManageEngine has a web based AD Management Tool that provides a web based tool that replaces Active Directory Users and Computers and adds a bunch of other functions to the mix. The solution has basic reporting, user & group management, simplistic workflow. There is a lot of features pieced together in this solution so finding what you are looking for can be a challenge.

I rate this solution a 3 out of 5 for one reason; the product doesn’t seem to understand their target user. The solution offers a web based solution that typically would be a requirement for a larger enterprises due to the complexities this brings. Unfortunately, seems aimed at SMBs with the functions and layout of the application.
